Doug's idea is best, either weld or have welded spacers on each end at the bolt hole. The bolts only keep the bar from falling off, there should be no real pressure on them...

Another option is to cut some spacers from a piece of galvanized pipe, then no welding would be required-just longer bolts witch you'd need with welding spacers also.
